English Language Proficiency Summary

Indicate YES or NO to the question, "Is the student an English Learner?"

Student Performance on the English Language Proficiency

If applicable, indicate the date of the student’s participation in the English Language Proficiency Assessment. The score is the student's overall score as indicated on the student's score report.

Student Performance on Maryland Integrated Science Assessment (MISA)

Enter grade and scale score: Proficiency level cut scores to be determined in the 2018-2019 School Year.

Student Performance on High School Assessments (HSAs)

Enter most current date for participation in HSA that corresponds to the most current test window in which the student participated. If applicable, check Mod (if taken during the 2014-2015 school year or prior). Indicate by YES or NO for participation of either the Bridge Plan, Mod- HSA, or substitute assessment.

HSA Assessment Scores and Passing Status on HSA

If a student has participated in previous HSAs, enter available scores and whether or not the student has met the standard for each assessment in which the student has participated.

Performance on PARCC Assessments

Enter most current date for participation in the Partnership to Assess Readiness for College and Careers (PARCC) assessment.


Enter the grade and scaled score for the current year and if applicable, the previous year’s administration of the PARCC. Indicated the most current proficiency level:

Phase In Incremental Passing Score on Graduation Assessment Requirements

The Maryland State Board has expressed a desire to align the Maryland assessment graduation requirements to the College and Career-Ready Standards to 750 on the PARCC Assessment or Performance Level 4. To achieve that, Maryland has adopted an incremental scoring implementation plan for English 10 and Algebra I. The table below represents the incremental scoring plan between 2016 and 2020.

Combined Score Pathway for PARRC

As the scales for PARCC and HSA are not equivalent, a combine score for all four assessments is not feasible. The passing score for biology is 400 and the passing score for government 394, with a combined score of 794. The table below outlines the incremental increase in the combined score for PARCC English 10 and Algebra I from the 2016-2017 school year to the 2019-2020 school year.
